Meghalaya Health Systems Strengthening Project – MHSSP

In partnership with the Department of Health and Family Welfare, Government of Meghalaya and funded by the World Bank, CDFI built and implemented IPA-IPS, a digital platform to streamline fund planning, approvals, and disbursement across 122 public health facilities under the Meghalaya Health Systems Strengthening Program. Linked with IPA-MIS, the platform ensures data-backed action planning and transparent financial flows tied to performance outcomes across the state.

Initial problem

Meghalaya Health Systems Strengthening Project

Department of Health and Family Welfare, Government of Meghalaya CDFI developed IPA-IPS as a companion digital platform to IPA-MIS, enabling real-time fund planning and disbursement under the Meghalaya Health Systems Strengthening Program. The system supports online submission, review, and tracking of infrastructure grants and performance-based funds while enabling facilities to create data-backed action plans based on assessment outcomes.

Success of our implementation of IPA-MIS

Pradhan Mantri Matru Vandana Yojana (PMMVY), launched on 31st December 2016 envisions to provide cash incentive amounting to ₹5,000 directly to the Bank/ Post Office Account of Pregnant Women and Lactating Mothers (PW&LM) during pregnancy and lactation period

122 Facilities Onboarded

All participating health entities are now live on the IPA-IPS platform for planning and fund flow.

3 Quarterly Assessments Completed

Periodic evaluations through IPA-MIS ensure accountability and measurable progress.

Action Plans Fully Digitised

Each health facility now creates its own quarterly action plan based on data, promoting ownership and timely execution.
