Aspirational Districts Program – Hailakandi, Assam

CDFI collaborated with PwC and the District Administration of Hailakandi under the Government of Assam to monitor and evaluate the outcomes of projects under the Aspirational Districts Program (ADP).Through its data-driven governance tools, CDFI supported digital tracking, analysis, and outcome measurement across multiple sectors. The initiative also laid the groundwork for the design of a Direct Benefit Transfer (DBT) portal, intended to streamline scheme implementation across departments and ministries in Assam.

Initial problem

PwC and Hailakandi District Administration

CDFI deployed its data-driven governance framework to track, analyse, and evaluate the progress of developmental projects under the Aspirational Districts Program. The system enabled the district administration to visualise performance across health, education, livelihoods, and rural development indicators, identifying gaps and driving timely interventions. CDFI also supported the Assam Government in documenting the business and data architecture for a unified DBT portal to be used by multiple departments for seamless scheme execution.

Pradhan Mantri Matru Vandana Yojana (PMMVY), launched on 31st December 2016 envisions to provide cash incentive amounting to ₹5,000 directly to the Bank/ Post Office Account of Pregnant Women and Lactating Mothers (PW&LM) during pregnancy and lactation period

Improved Data-Driven Governance

Enabled real-time tracking and outcome-based analysis for priority sectors in the Aspirational Districts Program.

Foundation for DBT Infrastructure

CDFI helped design requirements and data architecture for Assam’s upcoming state-wide DBT portal.
