Village Development Program under Saansad Adarsh Gram Yojana (SAGY)

CDFI developed an Outcome-Oriented Digital Framework to support the planning, execution, and monitoring of rural transformation programmes under SAGY, a flagship initiative launched by the Honourable Prime Minister Shri Narendra Modi on 11th October 2014. This framework helps Members of Parliament create data-backed Village Development Plans using mobile and web platforms for data collection, analysis, and tracking of progress across social, economic, and infrastructural parameters.

Initial problem

Saansad Adarsh Gram Yojana (SAGY)

CDFI built a digital framework that enables policymakers and administrators to plan, execute, and monitor village development initiatives through a structured, data-driven process. The system collects household and village-level data, identifies sectoral gaps, maps existing government schemes to those gaps, and defines measurable outcomes, milestones, and funding requirements. The framework was piloted in Mandsaur, Madhya Pradesh, in partnership with Shri Sudhir Gupta, MP, under the SAGY initiative.

Pradhan Mantri Matru Vandana Yojana (PMMVY), launched on 31st December 2016 envisions to provide cash incentive amounting to ₹5,000 directly to the Bank/ Post Office Account of Pregnant Women and Lactating Mothers (PW&LM) during pregnancy and lactation period

Pilot Implemented in Mandsaur

CDFI partnered with the MP’s office to implement the framework in Balaguda and Behpur villages, assessing infrastructure, livelihoods, and social services.

Data-Driven Development Plans

Village Development Plans were created based on household-level data collected using mobile tools and verified through field surveys.

Comprehensive Scheme Mapping

All state and central schemes in Madhya Pradesh were catalogued in the SANKALP database, linking relevant schemes to village KPIs for targeted interventions.
