Support to MeitY for Implementing Digidhan Mission

The Ministry of Electronics and Information Technology (MeitY), as the nodal agency for promoting digital payments, launched the Digidhan Mission to accelerate the shift to a less-cash economy. CDFI has been providing strategic and technical support to MeitY to enable the growth and sustainability of India’s digital payment infrastructure, focusing on policy frameworks, capacity building, and monitoring mechanisms across ministries and states.

Initial problem

Ministry of Electronics & Information Technology (MeitY)

CDFI provided strategic and technical support to MeitY in driving the Digidhan Mission, a flagship initiative announced in the Union Budget 2017–18 targeting 25 billion digital payment transactions. The engagement included the development of an Electronic Payments and Receipts (EPR) Framework for government departments, later adopted by the Government of India. CDFI also assisted MeitY in structuring and conducting capacity-building workshops across the country to promote EPR adoption and is now supporting the development of the EPR Portal for real-time data monitoring and reporting.

Pradhan Mantri Matru Vandana Yojana (PMMVY), launched on 31st December 2016 envisions to provide cash incentive amounting to ₹5,000 directly to the Bank/ Post Office Account of Pregnant Women and Lactating Mothers (PW&LM) during pregnancy and lactation period

National EPR Framework Adopted

Developed a comprehensive Electronic Payments and Receipts (EPR) framework adopted by Central and State departments

Capacity Building Across India

Conducted 1 national and 5 regional workshops in Guwahati, Hyderabad, Bhopal, Chandigarh, and Thiruvananthapuram for government officials.

Enabled ministries and departments to integrate secure, efficient, and transparent digital payment mechanisms.
