Evaluation of the impact of schemes launched for ‘Promotion of Digital Payments’ under Digidhan Mission

The DIGIDHAN Mission, launched by the Ministry of Electronics and Information Technology (MeitY), aims to build a robust digital payment infrastructure across India. Working with key ecosystem stakeholders, the Mission introduced several initiatives to boost the adoption and usage of digital payments in both public and private sectors. CDFI conducted this study to assess the impact of the Mission’s promotional schemes and incentive programmes on digital payment behaviour among citizens and merchants. The evaluation was based on national-level transaction data shared by MeitY, which reflected a clear surge in digital payments during the active period of these schemes

Assessing how incentives and awareness campaigns accelerated India’s digital payment revolution.

The study analysed the following schemes under the DIGIDHAN Mission:

  • MDR Reimbursement Scheme

  • BHIM Aadhaar Merchant Incentive Scheme

  • Referral Bonus Schemes for Individuals

  • BHIM-UPI Merchant Onboarding Scheme

  • Cashback Scheme for Merchants

  • DIGIVAARTA Campaign

The analysis showed that BHIM UPI transactions grew exponentially during and after the scheme period, confirming citizens’ increasing preference for contactless digital payments. The decline in debit card usage at PoS terminals was linked to the higher cost of PoS infrastructure compared to QR-based systems.

While BHIM Aadhaar Pay transactions also rose, their share remained relatively small compared to other instruments. Overall, the Mission’s incentive and outreach campaigns played a pivotal role in accelerating digital adoption and building confidence among both merchants and consumers.

The findings emphasise the need for continued policy and infrastructural support to expand digital payments, particularly among underserved segments, as India transitions towards a more inclusive and innovation-driven digital economy.
